When an event has tickets that have a price on them, when a portal user books attendees on events, they will be taken to a "shopping cart" view where they will be asked to specify a Payment Method.
When they complete checkout, the system will generate an Invoice for that customer, which will appear in the Invoicing area of the system.
If you have an Accounting integration set up, for example to Sage 50 or Xero, these invoices can then be posted into your accounting package.
